if they think it's a token interview they can fine them or take a draft pick but that usually won't happen. If a minority candidate feels that it is a sham than they can refuse to interview (see: Detroit Lions circa 2002/3 offseason when they hired Mariucci). What is usually the case is that the minority candidate goes through with the interview anyway to get his name out there and get some practice. In either event, it usually isn't something that can be done in a matter of a day or two.

I forgot about Mariucci. Everyone knew he was the hire, so why become the token interview. I remember someone claiming to have adhered to the rule by calling Denny Green to see if he had any interest in the job.
