TCU-Baylor-A&M were all non factors in Texas recruiting at the time.
And Mack Brown locked down the Texas HS coaches with some hard core schmoozing.
All Mack had to do was keep the state's best players from going to OU-UF-USC and he had an easy top 5 class. Not to mention the state had a golden era of HS talent during this early years. The freakish level of talent has returned to normal and Strong has to compete with many other in state schools at the moment.
Mack Brown wasn't a good gameday coach and he surrounded himself with his best bud at OC and then a perpetually changing cast of DCs. If Strong is a good coach he will be just fine with the lower amount of talent he has available in recruiting. It's still better than what 90%+ of other schools have available to them.
