I think he is clearly better than Weis, Willingham, and Davie, particularly in three ways.
First, he regularly identifies and offers players before they gain national attention. Compare that to Weis, who seemed to pick his recruiting targets straight off of the Rivals 250, only to see their stock fall later.
Second, he typically has a good plan to build a balanced roster. Individual years may vary but there is not a single position that has not had some home runs over the last five years, or has suffered from poor numbers.
Thirdly, he always has a backup plan. Weis wouldn't recruit a player after he committed to another school (or at least he did very little of it). That left him with a huge hole in the class after any decommit. While Kally has lost 17 players to decommitments, he has gained 26 this way. After losing Barnett, many thought we would be stuck without a quarterback. Instead, he got Brandon Wimbush, who may be every bit as good.
