There is enough at stake the leaders should break tradition and actually allow time to read, debate, and amend. Keeping the contents of the law secret leads to speculation and confusion. Of course, it still requires the administration (both this one and future administrations) to actually enforce the law, even if that administration disagrees with some of the requirements.
