Senate leaders should allow time to read and debate

There is enough at stake the leaders should break tradition and actually allow time to read, debate, and amend. Keeping the contents of the law secret leads to speculation and confusion. Yesterday, Sen. Lee had a good rant about other problems with the way we currently legislate (warning: twitter link).

Of course, it still requires the administration (both this one and future administrations) to actually enforce the law, even if that administration disagrees with some of the requirements.
