Announce that he will not run again, LBJ style. Leave it to the convention to select a candidate. "Gavin, come on up..." Or somebody come on up. Maybe Ilhan Omar.

If they leave it for him to resign in the second term, I trust you think Harris will have been jettisoned. They wouldn't thrust Harris upon us, would they?
