He thinks the attack was illogical and represents compromise between the IRGC and other elements of their regime who didn't want to strike.

He thinks striking Iran's nuclear program would be conterproductive because at best you're slowing it down by months/years and it's too diffuse/protected to totally derail. It'd also be likely to rally the people/regime and set off escalation.

He thinks striking proxies outside of Iran would be best and if you had to strike the country then drone/missile production facilities would be reasonable and less likely to set off retaliation/rally the Iranians to support their regime.
