In some cases the executive branch may brief only Congressional leadership on especially sensitive material but members of the legislative branch do not have a formal security clearance. If formal vetting were performed, a number of heavyweights would be excused from classified briefings.

That being said, a Senator, who is an agent for foreign countries and under indictment, should have been sitting in a gym while hte hearing was taking place. It's bad optics with the Trump trial on the docket.

I'd add my opinion that Congress has been a source on a number of leaks IMO.
