If you want to drive across the border, it could be problematic, but the Mexican authorities are not enforcing the existing ban on tourist travel, If you want to fly (or cruise) in to Mexico, it is wide open. There is no health check, no quarantine, nada.

On September 18, the United States and Canada announced a mutual agreement to extend the limitation of non-essential travel at our shared land ports of entry through October 21.
“Non-essential” travel includes travel that is considered tourism or recreational in nature. “Essential travel” still permitted includes: work and study, critical infrastructure support, economic services and supply chains, health, immediate medical care, and safety and security.
Canada is a big fat no for non-essential travel.
Mexico is a maybe. You will be screened and could face quarantine.
Unless visiting an immediate family member, travel has to be essential.
