Bolding mine.

[Wisconsin] has played 47 games under Chryst. During that time, the Badgers have been penalized for roughing the long-snapper twice. Both times on punts. Both times in losses at Michigan.

According to the rule, the long-snapper is fair game once he is allowed to raise his head after the snap.

The call Saturday was close as it appeared long-snapper Camaron Cheeseman had his head up before being shoved onto his back.

would show that the call is made overwhelmingly in situations that benefit the conference the referees are from.

It's a bullshit penalty that only gets called to influence the game.
