tailgate space is university parking lots. From my (limited) experiences there, you either know someone who has a tailgate spot in a parking lot, or you pay a cover and shoehorn into one of the bars that surround campus. If they eliminated tailgating on campus, and the city enforced bar limits (and do not allow the bars to erect fest tents and bring in beer trucks), it would really eliminate most of the mass gatherings. House parties on private property will be tough to control regardless of whether there are fans in the stadium or not. Half of the houses lining the side streets off High St. will be having keggers every Saturday with or without fans in the Horseshoe.
