247 has two sets of individual rankings: their own individual rankings by their staff and composite rankings which are based on an average of the rankings from 247, Rivals, and ESPN.

Kiser and Hamilton were upgraded in 247's rankings. While this presumably raised their ranking in the composite rankings, it was not enough to give them an extra star in those rankings.

247's team rankings are based only off the composite rankings. That is why ND has no listed 5 stars.
