Another site said arrested at that time but I'm guessing it is wrong and reporting the booking time and not understanding the difference. The actual arrest could've been like an hour before booking time depending on what was going on.

And if NDSP arrested him, he may not have been on the streets. He could've been walking back from Eddy Commons for all we know. Or driving back to the parking lot.
