You're relying on NDInsider as an authority when their lone source is a police report.
It doesn't matter which or how many media organizations have reported on it at this point, they're all relying on the same source, which is not terribly reliable itself.
Perhaps there is not. Either way, it is certainly better not to make judgments based on police reports. Or, on media reports based on police reports. As you suggest.

I’m not sure whether he had any obligation for the cops to assist him home. Although I understand the police not wanting a drunk person to flee for his own safety. But if there’s no public intoxication charge, I’m having trouble seeing why they would have a right to detain him if he did not want help going home.
