It is the dominant media view in my part of B10 country, and it also plays into a popular idea that college players are being taken advantage of in the current system.
Here's how I see it. AD and coach says students are here, we have protocols in place, and you can opt out if you want. Players say we are putting ourselves at risk and don't get the rewards. My point is the player argument is winning in the media and probably popular opinion. The latter especially in blue states.
As an aside, my guess is most of the media writing and talking about this think the campuses should be shut down even if they aren't, which influences their view.
