Here is a general hiring question for those smarter than me

Every sport team, league, professional, amateur, college has their rules
on hiring.

...If ND was going to hire a head coach for one of their teams. Do they
have to open it up or can they just go to that perspective coach. Say,
the job is yours. Do you want it?
