Who thinks that while these chartered, more-or-less-commercial flights have been cancelled due to inability to allocate landing times, that all FIFA bigwigs and the Sepp Blatter's of the world have the remaining landing times at Boryspil International (KBP)?

I bet UEFA and FIFA can get all their little private charters in no problem. That's the bigger issue here.

Also, Kiev International(IEV) is located in the capital, but it does only 1/10 of the traffic of Boryspil and much smaller aircraft. Only 1 runway, 7500 feet, not long enough for major aircraft. Here is where a lot of the private rich-ies will be landing as well.
