Without any actual information, I'd say yes. Any details on if they allowed tailgating for the Winter Classic? I think they did for Garth, but can't say for sure. I'll check.

EDIT: I completely forgot that this is on a Friday. That might cause an issue. There will be one week of summer school left. Maybe they'll let tailgating start late afternoon or something.
