Question for legal types

Could the USMNT and USWNT, who have previously collectively bargained separately, join forces and start negotiating as one going forward?

It feels like that may be the best way to get to "equal" pay, or at least equal base pay and benefits, with bonuses based on revenue and performances being different.

Can they do that?

Would it satiate everyone?

Just trying to think about how to solve the problem in a constructive way. I just don't see how we would ever get to "equal" pay when the two groups are collectively bargaining separately with the USSF.
