But soccer doesn't label and punish certain penalties. That tackle is just as much a tactical foul as if you grabbed his shirt, which doesn't make much sense. But because it was below his neck, officials have to view all tactical fouls of holding the same.

I've seen horsecollar tackdowns (that result in yellow) almost break legs, but FIFA et. al. says it is no big deal, while they view a pinkie-slap to the neck as deadly assault.
