If I had my way, they'd just go to a straight draw for the remaining 16 teams like they used to do it. It could still be crazy, but at least it would be random. Worst case, make it a true seeded bracket and slide in the playoff winners into a designated spot that doesn't move.

I'm not saying they need to do anything, just that you can't look at a seed and tell the strength of the team/bracket. Look at the teams and it's obvious which ones have a chance of being stronger. There could be outliers, but I don't think anybody can genuinely look at the two brackets and think one side isn't drastically stronger than the other.

To answer your Tottenham question, which gets to my main point about the seeds: Look at who they played. PSG is probably the only one that should be better than them. Maybe Dortmund (red certainly helped Spurs). Villareal is likely a wash.
