I think WB hits a lot of key points.
My view is the biggest issue is that soccer doesn't dominate culturally the way it does in much of the rest of the world, which then effects how desperate kids and especially the people around them are to have them make it in the sport. And this filters down to almost everything about it.
But I also think there is a culture of making early-life pathway decisions that Americans really don't like. This got sort of drilled into me in my two years in England. But it is pretty much true in most educational systems outside the US. Tests sort kids into tracks early, and there are way fewer paths and way fewer late switchers or late bloomers.
Picking up the sport late seems to work fine for (American) football, but not really soccer.
