Not just more athletes, but multiple teams

In almost all of the Equestrian events, for example, multiple European teams medalled. If the EU were limited to one team, they'd be limited to one per event. In mens and womens field hockey, 5 out of 6 teams were from the EU. That'd be two medals if the EU competed as a single team.


And that the EU selected the better choice

To follow up on both our points, even if the EU were limited to 2-3 athletes and one team per event, it's likely that may have selected the wrong one in several cases. Just because one of the EU teams or athletes won a medal, doesn't mean they would have even been selected.
