That "paperwork" requiring that they cede control over their bodies to others (Nassar) is legal in nature, created the very environment which allowed Nassar to prey upon these girls for decades, and was undoubtedly drafted, reviewed, and approved by USAG's counsel.

JS's involvement in drafting or at least reviewing and approving these documents is almost certain.

The ultimate question is what he knew or should have known about the abuse Nasser was perpetrating within that system particularly given that he very likely had a role in creating the environment in the first place.
