This isn't a defense of the NCAA (because they've screwed up by No Right Turn on Red

a lot elsewhere), but the spring practice rules were set back in late August, when prevailing concern at the time whether football was going to be played or not at all. One bullet point was that teams who do not compete at all in the spring would be limited to the normal 15 spring practices. That created a loophole for teams to compete a little bit, but not fully.

This partial opt-out idea is a relatively new concept (not that the NCAA shouldn't have seen this coming), so I'll remain cautiously optimistic that this can be addressed in the next week or two, noting that speed is not their strong suit.
