I coached youth football for 7 years, and we were told a similar stat during a coaching clinic.

It makes sense to me. If 75% of your live football hours are practice time, I would expect 65-75% of concussions to occur during practice. The reason I would expect slightly less than the actual percentage of time is that practice time may be less contact and a little less intense physically.

But, I'm not an expert or a statistician, so I could be way off base.
