indicates that at the time Cedar Grove opened it was not owned/operated by Notre Dame and they did not have perpetual care. Highland had been open longer and the fee there did include perpetual care.

I'm presuming that Cedar Grove was a Catholic cemetery since opening - if the reasoning in the article is accurate, I'm surprised that perpetual care wasn't a part of the fee structure from the beginning.
