They're basically pushing the Black Sea Fleet out of the western Black Sea.

Is there any other instance in history of a country without a navy defeating another country's navy?

While they haven't successfully sunk a US naval ship yet (thankfully), they seem to achieving their strategic aim of preventing the US Navy from ensuring freedom of navigation on the seas.
