Easy to be snide, "I'm shocked, shocked to find that terrorism is going on in here." Whether sanctions were removed purely for humanitarian reasons or to appease Iran (my belief is mostly appeasement with benefits to humanitarian access), this was a predictable mistake.

Houthis are back on the terror list, where they should have remained, to help restrict the flow of funds / trade to Yemen.

he took office in 2021. Why he was in such a hurry to do so only to belatedly walk it back?

Seems like the change in 2021 was made for humanitarian reasons. At least that is the reason given.
