happened, too. Unless there were witnesses, you technically don’t know she did it. Give the Police the names of all the witnesses who heard her say she wanted the plants. I would install a Nest system or something similar to monitor the exterior of the house.

Definitely file a police report....

You don’t necessarily need to prosecute, but if you don’t at least file the complaint there will be no record. Perhaps the police could have a talk with the crazy sister as a warning that next time they will be arresting her.
