Can someone explain that out of bounds kickoff penalty?

The ball was in bounds and died on the 11(?) yard line. The VT player more or less ran out of bounds and then touched the ball. How is that a ND penalty for kicking the ball out of bounds?

as the receiving team. That is one fucked up rule.

If that was done with intent, then I am in awe of VT and their special teams coaching. I suspect it was accidental, and just worked out for them, but wow that just made NO sense.

It's consistent with treatment of out of bounds in the rule

book. A ball is out of bounds anytime it is touched by a player out of bounds.

did this once years ago while the Packers. He intentionally touched the ball on a kickoff while standing out of bounds.
The Keys mistake is far more troubling. He had no idea. *
