Now that the entire football world order is collapsing into the NIL/portal Metaverse, one possible way to have a steady stream of battle-ready players is to create a system of feeder teams made up of lower-tier teams that are participating in the pools of revenue from the NIL collective of a big-time program. Then, when the lead program needs to dip into the talent pool of the lower tier teams, there are players there that are talented enough to make a contribution, etc.

Would this mean that FBS colleges (the NFL's minor league)

would then have their own minor league framework?

Does it extend to Div II programs using Div III schools as their development program so they can replace their players who go to FCS to replace the FCS players who were themselves "promoted" to FBS?

Turtles all the way down. *
