Why are the two best teams in the NHLs regular season

meeting in the second round of the playoffs? I thought the NHL re-seeded after round one. Wasn't that previously yet another reason why the NHL playoffs were better than the NBA playoffs? It's amazing to me how much my interest in the NHL has cratered in the last decade or so.
