the NHL is responsible for the operation. Not the teams and not the hosting venue. They might utilize the usual services but they control it. A few years ago the WC at Gillette had some concession issues. I know of some people who complained to the Patriots and to the Bruins, and they were advised to contact Bettman, et al.
