Thanks for the explanation.

I'm shocked it will be handling next year too, but letter of the law and all that.

I've never been a fan of a defender, who's arm is tucked next to their body, getting dinged for handling.

This particular change applies to attackers. Defenders will NOT be penalized if their arms are natural, not above their head, they accidentally touch it into their own hand/arm, etc. Now it is clearly stated as such.
