even with students in person on campus, playing football is seen as having a greater risk. Football players are also seen as having less choice. This gives the college football players more leverage with the press and public in organizing/negotiating. And it's a situation where a lot of the press and probably also the public are already favorable to their view. If football isn't played, it punts the whole debate until later, when a college president or AD can hope the public health situation is better. Then the argument can be about money only and not health and well-being too. The U admins might still be playing a losing hand then, but in the PAC-12 and Big10 footprint they definitely are now.
