ND finished in his top-3 as a recruit out of Huber Heights in southwestern Ohio. He played at Ohio State. After his NFL dream was ended by a heart condition, he coached at OSU, Kent St, Purdue, and Cincinnati. His wife is from Massillon, near Cleveland/Akron/Canton.
So professionally presumably has more ties here, and personally certainly many more (not sure on extended family but with six kids that could be a factor too!)

If the program visions and money are plausibly comparable, it seems like a no-brainer tie breaker.
