ND finished in his top-3 as a recruit out of Huber Heights in southwestern Ohio. He played at Ohio State. After his NFL dream was ended by a heart condition, he coached at OSU, Kent St, Purdue, and Cincinnati. His wife is from Massillon, near Cleveland/Akron/Canton.
So professionally presumably has more ties here, and personally certainly many more (not sure on extended family but with six kids that could be a factor too!)
If the program visions and money are plausibly comparable, it seems like a no-brainer tie breaker.

at Baylor. I'm guessing Freeman favored something else at ND than upward mobility; or he was more concerned about something at LSU.
their offer. If true, that’s the most shocking part. I did not expect them to out-bid LSU or even come close enough to make other factors the decision point.
Talent costs. If you want to win, you hsve to pay the price.
